Hmm. Well yes, both those countries proved to be controversial memberships but under the guidelines of the New Commonwealth they were deemed an exceptional case. I can only assume they share enough common values to qualify. Things change I suppose. I mean, it used to be called The British Commonwealth but quite rightly this was changed .

I would have to meet 100% of the Ugandan population (I'm assuming Commander met 100% of them to be able to make this statement) and I would have to visit the country myself to draw my own judgement. However, I seriously doubt that the opinion you have of them is especially rounded as you live in one part of the UK, as we all do. Although Commander has at least been there so he is immediately more qualified than either you or I to comment.

Pretty much everyone I met was illiterate, and a lot of people have goats. Or the richer ones do, anyway.
I have to admit, I didn't meet all 35 million of them. I was just pointing out that as far as the Ugandan population is concerned, I didn't think 'illiterate goat herder' was that wide of the mark for the vast majority of them.

Who do you think will have there wherewithall and resources to achieve it? The educated, or the goatherder? How many goats do you have to herd to afford a flight from Kampala to Heathrow, exactly?
