I'm no expert, but I don't think that is correct. There was no need to change aerials at the digital switchover a few years ago. That's not to say if its an old knackered one it won't benefit from upgrading, but I'm pretty sure there is no fundamental difference.

You WILL end up walking it yourself, so be prepared to make a 15 year commitment to walk twice a day in all weathers. Great exercise though. Also be prepared for the ongoing expenses like inoculations and insurance, which goes up as they get older. My 12 y/o collie is now pushing £50 a month...

The only option that makes sense to me is to bin the season, no relegation, but promote the top 2 in all other leagues, then relegate an extra club over the next 2 seasons.
