Not if the aim is to make the wider public aware of the feeling towards the stadium and turn them against the council to change their stance indirectly.

So the yes vote would have been even more unanimous if it had been available to everyone. However, I presume the reasoning was that it was the best way to ensure that only residents of Brighton and Hove could vote.
