You can get on the database by getting tickets for any other home game this season. The reason the club have restricted tickets to only those on the database is to stop Man City fans from getting tickets in the home end.
In the case of the old bloke mentioned here its not best practice as he's not likely to be either a City fan or cause trouble. Its quite understandable that following the West Ham and Spurs ticket fiascos that the club are trying to make sure tickets are going to people who have been to Withdean or an away game in the last 10 years.
