No, no its not. Hence I seriously doubt the truthfulness of the rest of the article. I'm going to guess you got it from Wikipedia, The Worlds Least Reliable 'Encyclopedia'?
Ask any barman/landlord in Ireland what a 'half and half' consists of, and you'll be told its Guinness/Harp. Not Guinness and Smithwicks. What that is known as is usually a 'Guinness Top', and has more than half a pint of Smithwicks in it.
