The problem ITV (and any station would have) is the nature of the complaints and where and when they took place. It potentially places any programme the actor is in (unless this cleared up) into quite a different context.
And that's a clearly a commercial issue for them.

Am I correct in saying the last episode will be on ITV Hub until Sunday ? We were going to watch episode 1 last night but didn’t have time. It will have to be a Viewpoint binge to take in all 5 episodes by Sunday.
As to the Guardian article; I haven’t read it and have no interest. Actors are just court jesters and I have no interest in theist lives (ditto footballers). If he has broken the law he will be punished but in the meantime I am going to watch a decent tv drama.

Because On Demand services are treated a bit differently under regulations and generally anyway in terms of "compliance" issues.
It's probably a bit old fashioned thinking in a multi channel world, but YOU make an active decision to watch a VOD programme. In a linear television, the decision when you watch it is also in the hands of the broadcaster if you happen to have ITV on.
I don't particularly agree with that, but I understand why the decision was made.
