A fairly simplistic view,.... I dont know the figures but, I would assume that 1) of that 2.6 million, probably at least half are unemployable, for whatever reason, and a portion of the rest are unwilling. I am going to make a wild statement that those who want jobs, can get them if they really tried.... its just that a lot of people cant take those jobs at the hourly rate on offer, as previously discussed here.I failed my Maths A Level but even I can work out that 2.6m people chasing 400k jobs equates to 6.5 people per vacancy. Are they meant to job share ?
Theoretically you are right, but in reality what workfare, as it is sometimes called, achieves is to 1) give the person a purpose/reason to get off their arse, 2) Helps the local economy by reducing the council overheads for this type of entry level work money better spent elsewhere in the community, 3) Provides the individual with training of sorts.

No, I would hazard a guess that in these times of austerity, a lot of these jobs are not being done at all, at least very very infrequently, so your point is skewed a bit. How is it slave labour to ask someone to put a bit in to get a bit out?and 4) takes the work off someone else.
This reduction of the council's overheads comes straight from the pocket of the guy who painted them before you got some slave labour to do it, and possibly forces HIM to sign on to feed his family along with all the loss of self respect that goes with that.
