I think it's more down to humidity than temperature. I was in the Western Australian desert once (near some place called Sandfire, appropriately) and the thermometer said 52°C in the shade, but since the humidity was near enough 0.0% it felt OK. But I've also been in 100% humidity in the rainforest when the temperature was only about 27°C, and felt like I was going to die.
Yes - good point - in New York in summer the humidity is FOUL!! Even 25 degrees but whopping humidity makes for a dreadful sweaty mess of a walk to and from work...
