Well, I've just stumbled across this article from 8 June. Simonyan says 'it's time to talk' as Ukraine is too strong.
It suggests that there may be a difference of opinion on how to proceed within the Kremlin.

No no the border guards are ready with the same 'welcome home ' they expected in Kyiv on day 3.I thought it was the other way round which is why they upped the border guards to catch those trying to run away.

I assume it's some kind of threat, but the Russian establishment don't make it easy to understand what they really mean. Perhaps they do it on purpose.

If deliberate, perhaps to draw fire, or the planes were decoys or due to be scrapped etc, then it is understandable.
