The captain and crew must be tried and jailed... what other deterrent is there?
It maybe highly likely that the ship dragged its anchor and damaged the cable but that's not enough to convict in a criminal court; you cannot convict on "probably".
A civil court however.....

Interesting (I'm clearly lacking legal knowledge 🙂).
What would need to be done for a criminal conviction, do you think? Video evidence, for example, of a ship dropping and dragging its anchor?

Video evidence might do it. Maybe forensic evidence (bits of cable stuck to the anchor or vice versa) if they can get it.
Maybe just shoot the lot of them and impound the ship.
