It maybe highly likely that the ship dragged its anchor and damaged the cable but that's not enough to convict in a criminal court; you cannot convict on "probably".The captain and crew must be tried and jailed... what other deterrent is there?

Video evidence might do it. Maybe forensic evidence (bits of cable stuck to the anchor or vice versa) if they can get it.Interesting (I'm clearly lacking legal knowledge ).
