It alluded to that on the BBC, I think that all clubs found it preerable to play games at home and away, however if it was ulitmately neutral grounds or no restart the majority accepted that the neutral option was better than nothing, only when it appeared that the bottom 6 were set to vote against restart on the neutral grounds view and only one more would probably null and void the whole season did they all come around to trying to persuade the government to re-look at its position (plus the fact the Bundesliga is playing home and away and is imminently restarting may have helped).
