I think it's because he was banned before he was proven guilty. May be wrong though
Didn`t he get caught dogging a few years back

He's toxic. And past it. What's to debate?
Exactly, it should be a complete non-issue. Capello was amazed when he found out how obsessed the English were about the captaincy, as was Sven before him.I've said it before, I'll say it again .... I don't understand why we have a nominated England captain that needs to be sacked, or resign, or appointed. It's not cricket, he's not part of teh selection panel, he is just the guy who leads the team out.
Why doesn't the squad get named, then the team, and from that team the manager decides who will be captain. That just does away with all this nonsense, as well as all teh futile debate we'll have about who should succeed him if he does stand down / get sacked.
Why? I just don't understand the need of it.
Nothing thick about it. He's toxic for plenty of reasons other than this. And past it. He's captain because of past reputation, a percieved bulldog attitude which gets us absolutely f***ing nowhere time after time and bizarrely it seems Capello is a little intimidated by this. His performances for England and Chelsea recently are going to have the likes of Spain, Holland and Germany licking their lips. Again. Oh, and please don't call me thick, that's childishDon't be thick. He is potentially being forced to stand down for something he claims vociferously he didn't do. Pretty obvious debate.
The thug should be sacked.
The manager should be dropped for picking him.
