Football laws often seem very much like the law of the land in that most of the sanctions are already available and can be applied at the discretion of the person in charge. That tends to work better as they can take circumstances into account. This change looks reasonably good on paper but the more rigid rules become, the less useful they often become I think. Just yet another mental checklist for the already over-burdened referees.
