Correct. They have to agree a fee before agreeing personal terms.
And there’s no way we would be accepting Arsenals current bid whilst there are other clubs possibly making a move.

It isn't always necessary to agree a fee before a buying club can speak to a player about personal terms, however permission is needed from the selling club for those discussions to happen before the fee has been agreed.
Man Utd and Sancho had an agreement last season but the deal fell through because Dortmund couldn't agree the fee with Utd. Reports again say Sancho and Man Utd have agreed terms for the move to go ahead this summer but the fee still hasn't been agreed with Dortmund.
In the case of Ben White I very much doubt any permission has been given by the club to discuss terms with anyone.

Why would he (or his agent advising him) do that after the first concrete bid from another club ? If he genuinely wants a move to a bigger club now (not remotely convinced he does anyway), he’ll do exactly what the club will do and wait to see what other options arise………

£50 million is crazy money and we have Joel to step in without having to sign anyone. And can then get Leo involved in the first team. That kind of money, spent wisely, could go a very long way.
