It isn't always necessary to agree a fee before a buying club can speak to a player about personal terms, however permission is needed from the selling club for those discussions to happen before the fee has been agreed.
Man Utd and Sancho had an agreement last season but the deal fell through because Dortmund couldn't agree the fee with Utd. Reports again say Sancho and Man Utd have agreed terms for the move to go ahead this summer but the fee still hasn't been agreed with Dortmund.
In the case of Ben White I very much doubt any permission has been given by the club to discuss terms with anyone.

I love how some of the very biggest hitters in world football are circling around BW, yet a minority on NSC are focusing on a low bid from mid table Arsenal.

Is it? The only thing Naylor has said is it will take £50m plus to sell White, and, well we know he gets his info from the press team, Ashworth and Barbs.

If there is any truth in this we'd be mad not to accept bids.
£50 million is crazy money and we have Joel to step in without having to sign anyone. And can then get Leo involved in the first team. That kind of money, spent wisely, could go a very long way.

I suppose it'll be a case of we have rejected arsenals 40 million bid, Ben hands in transfer request as he wants to go.......
Why would he (or his agent advising him) do that after the first concrete bid from another club ? If he genuinely wants a move to a bigger club now (not remotely convinced he does anyway), he’ll do exactly what the club will do and wait to see what other options arise………

Veltman was signed as an additional defender, not as a replacement for White. If we sell he will have to be replaced to protect the strength of the squad. I agree that 50m is a lot of money but 60 or 70 million from a bidding war is better. There is simply no need to jump in June at the first interest.

Obviously there was a time when that was true.
Let's be honest, most of the time we've not had anyone worthy of an Arsenal bid, so I assume that legacy has left some wounds that refuse to heal.
That can be the only reason for taking a £40m bid from Arsenal seriously.

As has been said I just can’t see any offer unless well north of £50m being accepted. I also don’t think we’ll be spending any new money on a CB when he goes. We’ve got two high performing championship centre backs ready to go. Think Clark will be the man to step up this season.
Officially, at least. I was under the impression it was largely an open secret that representatives, associates, intermederies and such are frequently used to get around that (i.e. so it isn't the club talking to the player), giving the club a chance to know if it's worth pursuing, giving the player an opportunity to make any moves he thinks might help the move if he wants it (or negotiate a better deal at his current club).
