That's not correct. The hacker referred to in that article was involved in the Uefa case against City several years ago. City successfully got his evidence barred because it was obtained illegally. Furthermore, many of the other charges against them by Uefa were time barred. City got away...
What is appalling about that inquiry is that the Attorney General gave an undertaking that any evidence given by someone at the inquiry couldn't then be used as evidence in a prosecution against that individual.
Two questions arise from that.
1. Is the EPL better off with PSR or would it be better to have no financial controls?
2. If not PSR, what would you suggest to prevent owners with a bottomless pit of money from buying every competition?
Wages! Those players will be on different wage structures and would be unlikely to come here to a lower wage and we aren't going to change our wage structure to accommodate them. If you're getting paid a fortune are you going to take a wage cut to help Chelsea out?
