Football laws often seem very much like the law of the land in that most of the sanctions are already available and can be applied at the discretion of the person in charge. That tends to work better as they can take circumstances into account. This change looks reasonably good on paper but the more rigid rules become, the less useful they often become I think. Just yet another mental checklist for the already over-burdened referees.

As refs do not enforce the six second rule, why would they enforce this one?
As stated in a previous post, there are perfectly good rules in place for most of the problems in football , time wasting, diving, faking injury, crowding the ref, etc but they simply aren't enforced. The solution isnt more or particularly different rules, just enforce the ones already there

I can see this being enforced for the first couple of rounds or until one of the "big" clubs concede a goal from it. It will then quietly be dropped -

New rules to be trialled at junior level apparently to replace the never enforced six second rule.

Essentially:

  • 8 seconds to release always enforced.
  • Signalled ref countdown from 5 seconds.
  • Indirect free kick replaced with either a throw or corner to the other team.
  • Keeper warned on first offence then booking for each subsequent one.
The 8 seconds is to account for data IFAB collected where a keeper has been blocked from releasing or has no option - in those cases release is typically 6-8 seconds.

Not many goals are scored from corners, so GKs may well continue to time-waste. A corner, I would guess, is a lot less dangerous than a free kick (albeit an indirect one?) at the point of the offence?
Anyway, refs won't apply after the first couple of weeks.

Refs will enforce the rules when (and only when) they are publicly shamed into doing so.

That appears to be what's happening here, with a visible clock counting down.

The authorities also seem to be conceding that refs don't have the balls to enforce a free kick in the box

No opposition keeper will be bothered by this when playing us. They have more chance of scoring from our corners than we do.

Although we did actually get a goal from one the other week - but that was only Southampton, so not particularly representative of the norm for us.

Personally, if and it's a big if, its enforced I think this is a great change. Should hurry them up a bit and we can all join in with the refs countdown.

Didn't realise Elleray was still involved in the game after all these years.

I don't think this is a bad idea. 2 extra seconds and stricter enforcement seems like a good idea. Also an indirect free-kick is rarely an advantage when it is applied so also like the change to it being a corner.

Don't see the issue here at all.

This could be stopped immediately by requiring a keeper having on-field treatment to leave the pitch and not return within 30 seconds; the same rule which applies to outfield players. That would soon stop the feigned injury scenario.
Would also stop feigned head injuries if outfield player is required to spend two mins on side having concussion protocols applied as mandatory . players would soon get up knowing they could be down to 10 men for 2 mins

If the 6 second rule is never punished will an 8 second rule work?
And when does 8 seconds start? Keeper makes a save and falls to the ground, ref is just outside the box, all the players tap the keepers head and then stroll up the park including the ref. This alone takes 10 seconds of play. Goalie gets up but ref is still walking up the pitch.
No, wont work.

agree - bound for failure. What it requires is a whistle from the ref as a warning - and then start the count-down. same on throw ins.
I've always thought the best way to punish time-wasting is to award an indirect free kick (unsportsmanship conduct) /foul throw. This rule change (awarding a corner) fixes the melee that would arise from the keeper being punished.
BUT ... the ref has will have to whistle again to start the countdown, or it's a non-starter.
