The poster said he wants England to have an England manager but would be more comfy with Klopp or Pep than Tuchel. Thats not the same thing as you're implying.

There's probably a more basic explanation as to why foreign managers are considered.
"Our Commitment is to confront and eliminate discrimination whether by reason of age, gender, gender reassignment, sexual orientation, marital status, race, nationality, ethnic origin, colour, religion or belief, ability or disability and to encourage equal opportunities."

To only consider and select English managers for the England job would go against their own commitment to eliminate discrimination on nationality.
The players are selected for the national side. They represent the country.
The manager is employed by the FA. They're an employee.

Apart from the Swedish Cup with Östersund in 2017, what has Potter actually won, in terms of titles or trophies, to make his VC so good? Not having a go at you - I'd ask this of an poster - but I genuinely don't understand why Potter attracts such adulation and respect from some people.
He was a good (and steadily improving) manager for us, and seemed a nice enough bloke, albeit lacking in charisma and a bit thin-skinned, but apart from the Swedish Cup seven years ago, he hasn't actually won anything.
So the latest twist in the "I'm going to look for reasons why it makes sense to have foreigners in a national team" is that if the this 51-year-old white male German millionaire didn't get the job, it would have been discrimination.

It would be difficult to imagine a scenario where the English FA would willingly open themselves up to accusations of employment law violations.

I am not a fan of this appointment. I think it's odd to be honest, particularly because he doesn't start until Jan and is only on an 18-month contract. I believed that if the FA were going for a foreign coach, Pep was the only one worth considering. It also doesn't always fit that a successful club manager will be a successful International coach.
Having said all that, I will back him and I hope my concerns about his temperament will be proven wrong.

If I were a football journalist seeking to get a scoop, I would be studying Tuchel right now, and focusing on what makes him go nuclear. When he was hired by Chelsea, I knew he would be box-office. He's a real hothead.

Because you can be a good manager without winning anything. Bit like how you can be the good manager of a nice burger shack even if you don't outsell McDonalds.
If Graham Potter would have told Swansea to f*** off, taken the job in Malmö FF instead and won a dozen free titles with a side massively superior to everyone else, it wouldn't have made him a better manager than he is now.
Top 10 in the PL with Brighton is as difficult as winning the Bundesliga with Bayern Munich.
They could have appointed Potter instead of Tuchel for similar reasons to why Brighton appointed Hurzeler instead of Neil Lennon despite the latter collecting eleven trophies for Celtic: there's a little bit more to football than a list of trophies.
