Possibly. It's purely my own perception but no matter how many times I read that list of criteria there is only one site that meets them all. From that it seems to me that the criteria has been defined with one purpose in mind.
I don't think it will be an issue. Sheepcote is certainly a possibility but does not come as close to meeting the criteria as Falmer. It looks to me that the criteria has been deliberately written that way.
