Yes. And there’s some nonsense about penalty shoot outs before group games to ensure no teams collude to draw the final game and put the third team in the group out.

That's the plan but I don't think it has been confirmed yet. The group stage will end up with loads of dead matches or possibilities of collusion, just up FIFA's street

The initial close-up made it look comfortably out. Perhaps an illusion - the part of the ball touching the grass being a cm or two past the line, with the upper part of the ball overhanging.

Doesn’t matter if the bit touching the grass is 4 inches over the line as long as when viewed from above some part of the ball is touching it.

It hadnt gone to VAR at that point and we hadnt seen the VAR playback
