Yes, exactly. I think there is no way they accept a Chelsea offer, however big it is and regardless of whether it is the biggest offer on the table, until and unless Liverpool withdraw their bid.That smacks of the agents furiously back peddling as they realise that the Romano bluff hasn't worked and the reality of the situation sinks in.
In truth, the statement is meaningless, because if Chelsea match the bid, he will only be able to join Chelsea if that bid is accepted by Brighton. I'd be willing to bet that Brighton, having accepted a bid from Liverpool will not accept a gazumping offer from Chelsea. It's not the way that TB & PB work. They are straight dealers with a reputation to uphold. It's currently Liverpool or nothing and that fact is starting to become clear to agents who will make a fortune out of the deal, but didn't want to kiss goodbye to the larger fortune that they would have made from a Chelsea deal.

Unfortunately for him RDZ has already forgotten about Moisesthe approach I would take might get me pelters on here. Maybe a little arm around the shoulder and say we will support his move to Chelsea but we need the value met and it needs to happen now as we want to focus on the season ahead. We can't do anything about Chelsea meeting that valuation but if they don't you must understand that you are contracted to Brighton and we will welcome you back and support you if you want to leave next summer, but again the valuation will need to be met.
