Give everyone a certain number of carbon credits annually, then set up a trading platform to allow them to be freely traded, with the proceeds immediately taxed. Seller gains, treasury gains, wealth is redistributed and those who want to burn more have to pay for it.There's an odd mindset that thinks "They've managed their wealth very well so they've be good at managing ours" when in reality what the wealthy are actually good at is making other peoples money their own.
This is something I've long beleived, that everyone should get a "carbon allowance". This would mean you could have a foreign holiday flight or run a big car but go over and you pay tax on the extra.

I'm no climate change denier but the 1% totals 77 million people according to that article having based it on people earning £110k a year.
