I'm pretty sure Cardiff (or any other Welsh team) can't represent England in Europe. Fifa brought that rule in when the Welsh Premier League was set up about 15 years ago, but of course it has never been tested, so who knows what will happen there.
And teams from lower leagues can definitely enter European competitions, as quite a few clubs from other countires have this season. The only rule brought in like that is that a team in the Intertoto Cup can't be in the lowere leagues.
So how have Monaco ever qualified for European tournaments? They play in the French league but are technically a country!
I think any team that wins a cup with a place in the UEFA cup as reward should be allowed to compete, doesnt matter if its Man U or Rochdale, If they win then its their reward
