This probably won’t go to a criminal trial, which means Bone almost certainly won’t be found guilty in a court of law. However, he already has been found guilty by Parliament’s Independent Expert Panel. The Tories kicked it into the long grass for a decade, which is why it was passed across to the IEP.

Exactly. It's similar to a work situation where someone has been sacked or suspended where the probability of guilt isn't as stringent as a court case where proof is beyond reasonable doubt.
