Not sure I agree on this. You don't have to agree with someone or indeed find them likeable to understand that they are principled.

Every day that Johnson delays now gives him less and less control over the terms of his inevitable departure. He could have and maybe still can resign, take full responsibility and hope to have some future role in public life a la Michael Portillo. As it is the bully is heading for a very lonely place hounded out by an ever increasing pack hunting him down. His team in number 10 know his only hope of survival is to throw them under a bus and they know he is prepared to do it. Stay loyal or leak doesn't sound like a difficult choice in those circumstances.
