Surely if a business advertises that they are open until 5.00pm they should be open until 5.00pm irrespective of outside influences like weather.

You really don't get it do you. You are really a self centered, selfish prick. This bad weather has been forecast for most of the week, you've had plenty of time when it wasn't snowing to get to the bank. It's your own fault you left it until the inclement weather hit before thinking "I haven't banked that cheque for £5 from Aunt May yet, best head off and do that now, despite most advice saying to stay at home and only make a journey if it's strictly necessary"

The bank have a duty of care towards their staff to ensure they are safe. If that means they have to shut early and send staff home before the weather becomes worse then so be it. God forbid one of the bank staff get stranded while walking home as public transport had stopped running and they ended up in hospital or worse. So you've been inconvenienced for the day, its hardly a big deal is it.

But closing at 2pm when it had stopped snowing in Haywards Heath is not really acceptable and if the thought of possibly ending up in hospital because of the snow, we might as well all stay in our houses all day until the thaw. I wonder how all those Russians cope with their winter?

Pointless analogy; countries where this is the norm spend billions on severe weather infrastructure. Should we further cripple our failing economy for a few days a year of bad weather?

Yeah you're missing something.

Care to expand, what is he missing? Employees are paid to do a job, who will do it if they go home early? I'm betting they also expect not to lose wages as a result of them going early either.
What's you situation?

The vast majority of companies now have adverse weather policies that state that staff who don't make sufficient effort to get into work do not get paid, but if they are sent home early by their employer due to genuine concerns for their safety they are. That's fair surely?

In my job, if I have genuine cause to believe that closing early/sending people home early will be the difference between them getting home safely and not in cases like this then I have no issue with making that call.

If that means locking the doors early then so be it. My duty of care to my staff comes first, simple as that.

I actually wanted to pay some money into a relatives account to help them out as I don't bank with Nat West thankfully.

But it's really quick and easy to do this using online banking or telephone banking.

Like it or not, employers (large companies in particular) have to put the safety of their staff first in these situations.

And the law, rightly, backs you in that. As I said on another thread, pressuring people to come into/stay at work results in injuries and sometimes deaths. This happened a couple of years back with a man killed on his way to work when he lost control of his motorbike after being pressured to come into work at Gatwick.

Good heavens. How did people cope when we had 'real' snow? Safety should always be a priority of course, but far too many people make far too many excuses and pin the responsibility on mother nature ( ie rail services )
