My guess is the dividend tax. Corporation Tax will fall by 1% next month, so someone earning £50,000 profit will be better off by £500. A 1 1/2% hike in dividend tax from 7 1/2% to 9% would cost owner-managers of Ltd companies c. £400, so they'd still be better off by c. £100. Crucially, that rate of 9% would be the same as the Class 4 National Rate that is paid by the self-employed.

Real black hole in gov. finances now. Tories made a ridiculous manifesto pledge to not put up VAT, NI or Income tax. But of course they didn't budget for the slow motion car crash of Brexit
