everyone stands (apart from very front row) anyway and the rails will DECREASE the space on the terracing so am I missing something, how will it become SAFER than what it already is?

Something Im not sure has been considered will it increase standing elsewhere i.e. nearby lower seated areas or reinforce seating because if you wanna stand you have a dedicated area?
The safety is in having a rail in front of you to hold you in place rather than falling on the person in front. It should not decrease space because the seat will be flipped up so you stand where the seat was.

No way will the atmosphere be increased due to this as rows R to the last row stand already. You probably need at least half the rows to be standing to increase the atmosphere.

Do we think they've decided to make only part of the stand a safe standing area because STHs in other areas voted against the initiative? Or is this incrementalism and the intention is to eventually extend safe standing to the entirety of the stand?

Possibly to see how it goes first - if it causes any issues and whether those sitting in the rest of the stand also want the option to stand.

What considerations with the safe standing rail are give to evacuating the stand? it must be easier to climb over seats row by row than over or under a rail? just curious.

It will reduce the space. I either move forwards or backwards to let people past and there is just enough space, now I will have a bar in front and a bar behind restricting movement so I anticipate 35 minutes to half time when the pissheads go off to the bar, 45-55 minutes when they return and 80 minutes onwards a right paid in the arse.

Every away game where there is safe standing there is never a problem. It is a good thing and nothing to worry about.
