Perhaps the extra sanctions are being applied on the off chance that the peace talks won't begin in earnest until Putin is dragged to them, kicking and screaming, after Russia's economy has begun to properly collapse. We may still be a few months off that yet.

But, and this may be wishful thinking, it may also be a reflection that Putin, despite his public bravado and nonchalance, may be keen for a ceasefire, so they are making him wait. Give the new sanctions time to hit home etc.

Yep. All of that. Time is not on Russia's side. - sanctions keep increasing in ways that look very coordinated and focused
- Ukraine keeps hitting oil storage and refineries on pretty much a daily basis (which is frankly astonishing!)
- Russia continues to have serious problems with its economy and currency
As you alluded to, the longer the delay to any talks, the likelihood that Russia weakens further.
