It also can't work if Putin is unhinged as well, and unwilling to compromise.
Perhaps the extra sanctions are being applied on the off chance that the peace talks won't begin in earnest until Putin is dragged to them, kicking and screaming, after Russia's economy has begun to properly collapse. We may still be a few months off that yet.
