I am not asking if you work for a recruitment company, more have you ever been at a company which has a shortage of trained staff and have you been tasked with doing something about it? Slightly different to fielding apps to stack shelves at Tescos.

It takes a while to decide requirements, a while to advertise, a lapse in time to allow people to apply, sift through the applicants, call to interview, offer jobs, some decline etc. Once you have the work force in place you then have to train them up and there will also be a significant management overhead during the initial months as they find their feet . This all costs a lot of time and money....and they wont be as experienced in the business nuances as the employees before.
