It could be a very good thing in terms of making the gap between each division smaller, but many think it, along with sky, has ruined the top end of the game, would it be a more even playing field? Or would they just keep on looking after the cream at the top?

Last three years accounts reveal losses of £3m, £7m and £14.7m, so the answer appears to be no.
And what % of those losses are due to capital works?

Fulham and Cardiff have got immensely wealthy backers, and are already buying quality players. It wouldn't surprise me at all if they both bounced straight back up. Parachute payments have been upped a lot too to £23m for season 2014/15 alone. That's almost the entire BHA turnover from their one additional income source. Hard to compete against.
