The goldstone was located in Hove borough Council which was controlled by the conservatives up to 1995 by which time it had outline planning permission granted under the conservatives without the restriction being added. It's a bit harsh on Ivor Caplin too. Labour did gain a slim majority in 1995 but, as that was the same year that the ground was sold, that may well have been too late. I've no idea of the exact timescale but that would have required some fast footwork.
