There aren't doing that. They're appealing against a refusal of planning permission by BHCC. A right of appeal against a decision is a standard part of English law.

The BHCC decision was made by elected councillors against the recommendation of the planning officers who had recommended approval subject to conditions to stop the proposed office units changing to residential without a planning application and triggering objections to disturbance from the music venue.

There are very few circumstances in which a planning application is made directly to the Secretary of State - huge power stations, motorways etc, or if the local council is in 'special measures'.

It will be an interesting appeal.
I'll be honest, I saw an attempt to make a pretty feeble joke and I went for it :)

I believe they used to own the Camping shop on London Road. John's Camping?
I thought this was the old garage of Campings Coaches who disappeared long ago

suggests the this planning is for office only, wasn't it office/residental before? reasonable outcome with condition office closing and sound insulation on the development.
The craft beer and food hall would have been a handy addition to this part of town. As it is this proposal doesn't appear to negatively impact the live music in the Prince Albert, but at the same time, change of use from commercial office to residential or holiday let remains a long term threat.

Plus a big ugly block of offices next to an old pub.

Will end up the way of The Cobblers Thumb.

It's going to look something like this:

Much better than it does at the moment, which is more like the Cobblers when that went.

Place needs to stay vibrant, plus the people working there will likley frequent the pub.

Being commercial use only, close to zero, if not zero, the pub is at risk.

I went on Google Street View to remind myself how minging the current building is, but I got distracted when I found a child who clocked the Google vehicle, and then ran after it giving it the finger. Ha ha!

Just spent a very pleasant afternoon in the Albert supping Estrella Galicia in the snug and sheltering from a downpour. Mood dampened by breaking news that the vile grasping ****s next door get to do their shitty little property development despite universal opposition by the community. Anyone else smell fish? ****s

To be fair, you make a good point. Looks quite good

Would this however put to bed any risk of success noise appeals if the correct caveat's are in place on the build, ie the pub is a music pub, it was here before you and you know this so don’t have any grounds for appeal.

The pub gets some uplift in passing trade as well?

And then when the offices conveniently can't be filled and the application comes in to convert them for residential use?
