ok I probably shouldn't have said it, but I believe the problem lies totally in the parenting. If they are more careful re contraception, or if they get themselves into a fit state to bring up their children properly, then thats fine. However, I suspect the stupidity will continue and many more stories like this will be heard in years to come.
