They already are. They are a pit bull breed and should not be owned by anyone.

At the very least they should have a muzzling order on them.

I have no idea why anyone other than a criminal moron would want to own such an ugly, dangerous, monster. Let alone have it in the house.

I’d like to see the breed wiped out.

On a serious side, there's a couple of XLBD roaming around parts of Hastings at the moment, where they've already killed a couple of cats and apparently a badger.
Allegedly the thinking is they come from the Farleybank area of Hastings.

Now anyone who gets one of those deserves prison. I suppose they can jump fences etc . Saints preserve us.

Surely these can’t be classed as a domestic animal, they must be classed as wild and dangerous?

They should be culled.

The owners and breeders, I mean.

There is no suggestion actually, that the 'Bully Cats' are dangerous in any way (unless the sheer HORROR of coming across one causes a panic attack).
