Its the home nations agreement on who can represent your nations in general. Hence that "a) He was born on the territory of the relevant Association" describes being British born as one of the things making a player eligible.. As for Ireland, they are not in the home nations agreement.
The agreement is why Angel Rangel couldnt play for Wales - https://www.bbc.com/sport/football/18833190 - and why Sanchez wouldnt be able to play for England. While they could according to FIFA rules, they cant due to home nations agreement.

I have read he doesn’t have a UK passport. If this is the case then any talk of him playing for England at the moment is utter nonsense as he can’t. He could obviously apply for one, but as someone else has pointed out he’d have to give up his Spanish one as Spain doesn’t recognize dual nationality with “third nations”. Would he be willing to do this? Maybe. Maybe not. It’s irrelevant at the moment though.
He’s there on merit and not because the Spanish FA are pulling a fast one to tie him down to Spain.
