I believe it is, yes. If nothing else, many workers will have to use annual leave or face a loss of pay to make an in-hours appointment.

Maybe a change in employment culture which gives more flexibility, as well as a change in GP hours, is needed. I appreciate some jobs, by definition, are inflexible but most IMHO aren't.
