I am a bit sceptical about that newspaper report saying that the houses that need to be demolished will need to be CPOed. The timelines aren't realistic if so for a start. Also I think they'd need to demonstrate the development is in the public interest to have a chance of a CPO being granted...
If they don't already own the properties that need to be demolished, or have not come to an agreement to buy them then the plan to start work before the end of 2018 doesn't seem realistic. CPOs aren't easy to come by.

No problem. I think replacing the 313s with 707s would be great with or without toilets as it would make getting to and from the Amex much easier for everyone. But for everyday use toilets would definitely be preferable.
