That article looks misleading to me. It makes is sound like charging more for 2nd and 3rd permits is a new thing, but looking at the current charges it looks like they introduced this last year. Also, note the exemptions:

Let's hope those in power are prepared for this and have their arguments in place to limit the damage that this could do vaccine take up rates. It shouldn't really come as a surprise, so you would hope that there has been some thought given to a strategy on how best to counter this sort of thing.
