Wow, this seems like a risky strategy for 2 reasons.
i) Tiny chance of obtaining planning permission IMO
ii) The club now have the opportunity to demonstrate that they can function without the need for this land

It would probably suit the land owner for the club to think that this was going to happen, but I just don't think it's credible. I could have just missed the planning application, but I think that there'd have been some media coverage of this.
There are no such planning applications on either the B&H or Lewes council planning portals that I could find. I think the owner would find it extraordinarily difficult to obtain planning permission for any development on that site.

They have added 2 extra seats to rows in a lot of sections, as you can see from this recent photo of the east stand. If you count you will see there are now 30 seats per row between aisles. Previously there were 28.
