According to HMRC in a report published in June this year, a 1% change in base rate would raise £6.2b in 25/26, add another 1% to upper band would raise £1.35b so actually raising the higher rate would be enough especially if you added the WFP to higher rate payers income & taxed it at 40%.

Doesn't help that September is unusually cold in areas of the country so elderly people are already wrapped in blankets with homes down to 16-17 degrees C or less.
A friend of my brothers had to wait nearly 45 minutes before her call was answered by HMRC. She was half way through explaining her problem when the woman on the other end of the phone told her she'd have to call back, she had to let the dog in & promptly put the phone down!!!!!
Plus I have read that if they haven't claimed by end of July they won't get it this year anyway, which makes it even more disgraceful as stopping it was only announced in July.
