These commentators are clueless. The linesman clearly thought Sterling was offside, but mistakenly thought it was close so waited for the play to develop before flagging. Nothing to do with VAR, which wouldn't have got involved unless he scored.

No one's started amazingly (Sweden's tactics are working well for them atm), but of course Alli and Sterling are the current scapegoats so they'll be the first players to get the criticism.
