I really don't think it's a money thing as I think Liverpool would match what any other club would offer. He wants to be at a club that is going places and playing in the champions league. Liverpool look like a club on the way down.
Now wether he is good enough is another question.

There was a dispute in 2004 with other unions which won a small concession on pensions, but which was then changed again a few years ago.
The reason that happens is that PCS's strikes have achieved absolutely nothing. Serwotka is now seeing membership dwindling and is having to sell off assets to keep the union afloat.
I was in the PCS (civil service Union) for years. Never helped me one jot. They only ever seemed in it for those that had been around for years. One year they negotiated a pay deal that meant it would take me 43 years to move from the bottom of the pay scale to the top.
IMO the Tories are in a far better position than Labour for their next leader.
