As much as I don't want to defend LDC, it's only the Courts which can quash Prescott's original decision. Until that process has been gone through, Ruth Kelly can't officially do anything on getting on with a new decision.
Saw them on Sunday at Twickers. Not a huge Stones fan myself but bought the tickets as an anniversary present for Mrs 110% who is a fan.

What LDC are saying is that they will withdraw from the legal action if the Government says that all 16 points raised by LDC are correct. If the Government does that, it bascially makes it nigh on impossible for Ruth Kelly to give an approval when she reconsiders the scheme.
