I think the decision was 99% made before the 30th June deadline. They just had to announce a final final final deadline to make sure no one could say they did not have a chance to reply to the earlier replies by all the parties. All that has happened since then is a tidying up exercise cross...

The bloke is an idiot! What sort of advice did he get from his agent? Offered a 2 year contact with a Div 1 team, living the good life on the South coast of England, with no real risk of losing your first team place but thought the grass was greener somewhere else.
