This seems ambiguous to me. Knowing nothing about the subject, I might think that this refers to a period of 12 hours of which some was light and some dark. Referring to a 12-h light/12-h dark cycle seems more clearly to represent what actually happened.

It is not the law that anyone has to prove that they are exempt but, in some cases, it is against the law to discriminate against someone with a disability. So chucking people out because they can't or won't prove that they are exempt could result in prosecution of the out-chucker.
