It won't be the 31st because announcements as significant as this are made on Tues/Wed/Thurs due to logistical and press reasons. More likely to be 25/26/27 October. Can't see it being on before the 18th for obvious reasons. So maybe the 19th or 20th are other possibilities?

Just to add to the general confusion I have also heard from someone very well connected to the public inquiry team that all is not going our way with the decision:( Big problem is proximity of national park and traffic.
