In our little enclave of five houses and a stable converted to a flat, we have an A&E consultant, a GP, an ICU Registrar, and a Paramedic*. From that sample size of four, not one is doing it for the money - particularly over the last year. This doesn't mean we shouldn't pay them appropriately...
There are three main problems with hypothecated taxes that I can immediately think of:
1. If you allow one hypothecated tax, you have conceded the principle. In 10 years there'll be 100.
2. The practise makes it easier to allow tax payers to create an argument that they shouldn't have...
