I used to cycle to Worthing for work until 6 years ago and haven't cycled back since. I've visited a couple of times for beer and the pubs are certainly better than they were.

I didn't read all of them, sorry. But it wasn't one of the 4 'taxes' mentioned, so it has to be in scope and reinstating it passes one of the supposed basic rules of taxation, that you tax the bad things and subsidise the good things.
