i imagien there's thousands of city fans in london alone who will coem down for this - i hope they don't get tickets in the home end on the sly.
I wonder if it was the part that the stewards outside couldn't use common sense and see there was a problem as the ticket collection queue was just getting worse, with people becoming agitated, and not making the sensible decision early to get someone in authority on the case before it got too late...

Well I do wonder, as nobody seemed to have the common sense / nouce to make a snap decision on the situation.

Procedure means we can't just make certain decisions. The vast majority of stewards have common sense and all are trained.
But you know all that anyway
Like health and safety and therefore delay the kick off? it would have been the one time health and safety actually could have been used in a way that the punters would have applauded
